The press freedom situation in Syria continues to be very bad, Reporters Without Borders said today as French foreign minister Bernard Kouchner prepared to meet with Syrian President Bashar Al-Assad this weekend in Syria<\/span><\/span><\/span>.<\/span><\/p>\n

 <\/span><\/span><\/p>\n

Five cyber-dissidents, including Habib Saleh and Firas Saad, are still detained. Several magazines, including Al-Shababik, Al-Mal and Syria Today, were recently banned. And Palestinian journalist Helmi Musa, who covers Israeli affairs for the newspaper Al-Safir, was arrested on 5 July in Damascus and was not released until this morning after being held in as yet unknown conditions<\/span><\/span><\/span>.<\/span><\/p>\n

 <\/span><\/span><\/p>\n

“<\/span>As part of the improvement in relations between France and Syria, we think that it is vital that the French foreign minister should stress to Syria the importance of keeping its promises to respect human rights and freedoms, including press freedom,” Reporters Without Borders said<\/span><\/span><\/span>.<\/span><\/p>\n

Kouchner said on 3 May, World Press Freedom day, that freedom of the press was one of the priorities of France’s foreign policy<\/span><\/span><\/span>.<\/span><\/p>\n

Any liberalisation of the media in Syria is blocked by the 2001 press law, which stipulates that only the prime minister can issue permits for journalists to work and which allows for journalists to be arrested on wide range of charges including “attacking the state’s prestige or dignity, national unity and the morale of the armed forces<\/span><\/span><\/span>.”<\/span><\/p>\n

 <\/span><\/span><\/p>\n

Online freedom of expression and information is openly controlled and the authorities have stepped up Internet filtering, making many websites inaccessible, including opposition Arabic-language sites and sites linked to Syria’s Kurdish minority<\/span><\/span><\/span>.<\/span><\/p>\n

 <\/span><\/span><\/p>\n

At the same time, articles 285, 286 and 287 of the Syrian criminal code contribute to the legal and psychological pressure on Internet users. One of these, Habib Saleh, was given a three-year jail sentence on 15 March for posting articles critical of the government online<\/span><\/span><\/span>.<\/span><\/p>\n

Reporters Without Borders, whose representatives are still unable to get visas to visit Syria, urges France and the European Union to ask Syria to adopt measures to liberalise the media. Syria was ranked 159th out of 173 countries in the 2008 Reporters Without Borders press freedom index<\/span><\/span><\/span>.<\/span><\/p>\n

A l’occasion de la prochaine rencontre en Syrie de Bernard Kouchner, ministre des Affaires étrangères, avec le président Bachar Al-Assad, Reporters sans frontières tient à rappeler que la situation de la liberté de la presse en Syrie est toujours très difficile. Cinq cyberdissidents sont toujours emprisonnés, dont Habib Saleh et Firas Saad. Le journaliste palestinien Helmi Musa, expert des affaires israéliennes pour le journal Al-Safir, a été arrêté le 5 juillet 2009 à Damas. Détenu dans des conditions pour l’instant inconnues, il a été relâché le 10 juillet. Par ailleurs, de nombreux magazines, tels que Al-Shababik, Al-Mal, Syria Today, ont récemment été interdits de publication<\/span><\/span><\/span>.<\/span><\/p>\n

« <\/span>Il est important que le ministre des Affaires étrangères souligne, dans le cadre de la reprise des relations diplomatiques franco-syriennes, l’importance, pour la Syrie, de respecter ses engagements en matière de libertés publiques, notamment de la liberté de la presse », a déclaré l’organisation<\/span><\/span><\/span>.<\/span><\/p>\n

Le 3 mai 2009, à l’occasion de la Journée internationale de la liberté de la presse, Bernard Kouchner avait déclaré que la liberté de la presse était l’une des priorités de la diplomatie française<\/span><\/span><\/span>.<\/span><\/p>\n

Le code de la presse de 2001, qui régit l’activité des médias en Syrie, empêche toute libéralisation du secteur. D’après ce texte, seul le Premier ministre est habilité à délivrer les autorisations de travail pour les journalistes. Par ailleurs, le code prévoit de nombreux motifs pour arrêter et emprisonner les journalistes, tels que l’« atteinte au prestige ou à la dignité de l’Etat, à l’unité nationale ou au moral de l’armée<\/span><\/span><\/span> ».<\/span><\/p>\n

 <\/span><\/span><\/p>\n

La liberté d’expression et d’information sur Internet est clairement contrôlée. Les autorités ont renforcé le filtrage d’Internet, rendant ainsi de nombreux sites inaccessibles, notamment les sites d’opposition en langue arabe et ceux liés à la minorité kurde du pays. Les articles 285, 286 et 287 du code pénal syrien contribuent au harcèlement juridique et moral croissant des internautes. Ainsi, Habib Saleh a été condamné, le 15 mars 2009, à trois ans de prison, pour avoir posté en ligne des articles critiquant le régime syrien<\/span><\/span><\/span>.<\/span><\/p>\n

Reporters sans frontières, dont les représentants ne peuvent toujours pas obtenir de visa d’entrée pour la Syrie, appelle la France, et plus largement l’Europe, à demander que des mesures soient prises pour libéraliser les médias en Syrie<\/span><\/span><\/span>.<\/span><\/p>\n
